maritime law who wrote the ism when and why? when the slaves were transported from africa to the americas they had to travel over water, does this make water bad? Can any elders please reason on this.

Maritime Law is part of the doctrine which the system uses to impose control over people,
The doctrine has been there for many years (centuries in fact ) it has developed with the system (by the system) in respect of colonization and the spreading of their doctrine. One could say that it has developed with many other forms of institutional doctrines such as finance, military and church law.
As for the second part of your question. I don't want to be accused of sarcasm so in a nutshell; Water is not bad, why would it be? To be honest I personally don't fight technology, it's the uses or purposes for which it's used that causes the negativity.

Further to the previous,
One have to realise that Maritime Law and other such isms have been developed over time, a little like the bible, insofar as many men have added to it over the ages,for instance look at the so called Psalms of David, those in the k(now) already know that the person (in history) that wrote them, was not the aforementioned  David, rather it was Ahkenaton  the Egyptian. Just like certain things that was attributed to Moses, were in fact the deeds of Jethro the Ethiopian, whose very presence has been relegated to a mere paragraph in the book.

The point I'm making, is that the system has embarked upon a work of ages that cannot be attributed to one personality, rather it's the work of many...men.

You seem to be writing in a more general sense. Sorry if I was not clear I was referring to the specific ISM document. It seems to have been incorporated into maritime law sometime in the 80's or 90's so it's quite a recent event. Former slaves talk about "ism and skism*" in the 70's already. Don't tell me these people (Lynch & co.) don't know anything about psychology.
