Counterintelligence Program
Black Nationalist-Hate groups

Editors note: This is the program that got Martin Luther King and Malcolm X Assassinated. Even though this memo predated Malcolm’s killing in 1965 its substance were still in use because Malcolm stated certain things were going on that other people couldn’t of done but the government. The FBI was forced to discontinue this program in 1971, but not local police departments. After September 11 FBI director Hoover was brought back from the dead in the image of John Aschorft.

Offices receiving copies of this letter are instructed to immediately establish a control file, captioned as above.

The purpose of this new counterintelligence endeavor is to expose, disrupt, misdirect, or otherwise neutralize the activities of black nationalist…their leadership, supporters, spokesmen…promptly take advantage of all opportunities for counterintelligence and to inspire action in instances were circumstances warrant. The pernicious background of such groups, their duplicity, and devious maneuvers must be exposed to public scrutiny where such publicity will have a neutralizing effect. [That means the media will be joined in as a bride to the conspiracy against Black people. This bride also includes white business corporation. The latest evidence was the government using manufactures of planes to bug the Chinese] Efforts of various groups to consolidate their forces or recruit new or youthful adherents must be frustrated. No opportunity should be missed to exploit through counterintelligence techniques the organizational and personal conflicts of the leadership of the groups…capitalize upon existing conflicts between competing Black nationalist organizations…through the cooperation of established local news media contacts or through such contact with sources available to the seat of government, in every instance careful attention must be given to the proposal to insure the targeted group is disrupted, ridiculed or discredited through the publicity and not merely publicized.

You are urged to take an enthusiastic and imaginative approach to this new counterintelligence endeavor and the bureau will be pleased to entertain any suggestions or techniques you may recommend.

Goals

1. Prevent the coalition of militant Black Nationalist groups. In unity there is strength. An effective coalition of Black Nationalist groups might be the first step toward a real “Mau Mau” in America, the beginning of a true black revolution.
2. Prevent the rise of a “Messiah” who could unify, and electrify, the militant Black Nationalist movement. Malcolm X might have been such a messiah; he is the martyr of the movement today. Martin l king all aspire to this position, Elijah Muhammad is less of a threat because of his age. Martin l king a very real contender for this position should he abandon his supposed obedience to white liberal doctrines (non violence)
3. Prevent violence
4. Prevent militant black nationalist groups and leaders from gaining respectability, by discrediting them to three separate segments of the community…be handled tactically in three ways. You must discredit these groups and individuals to first, the responsible Negro community. Second, they must be discredited to the white community, both the responsible community and to liberals who have vestiges of sympathy for militant black groups simply because they are Negroes. Third, these groups must be discredited in the eyes of Negro radicals, the followers of the movement. This requires entirely different tactics from the first two. Publicity about violent tendencies and radical statements merely enhances and adds respectability in a different way
5. Xerox copies of true documents subtly incorporating false information, and entirely fabricated documents would be periodically anonymously mailed. These documents would be on the stationery and in the form used by the police department. The attempt is to give the impression the documents were stolen from police files by a disgruntled police employee sympathetic to their cause…pinpointing targets as FBI informants; ridiculing or discrediting leaders through their ineptness, or personal escapades.


6. A final goal should be to prevent the long-range growth of militant groups, especially among youth. Specific tactics to prevent these groups from converting young people must be developed


Targets: leaders and organization that are nationwide in scope and are most capable of disrupting this country.

Two sources of information led me to believe that FBI Hoover was coming back from the dead. One, Nat Hentoff a newspaper reporter and Laura Murphy, director of the American Civil liberties.

Miss Murphy was asked in the current NAACP Crisis magazine. “Some see the long shadow of Cointelpro…over this legislation (USA Patriot Act) is this a fair comparison?”

Murphy: “T think it is”

Nat Hentoff recently wrote:

“For example, the attorney general was not asked about his resurrection of long-abandoned FBI practices -- practices which were set aside because they were shown to be attacks on the First and Fourth amendments.
From 1956 to 1971, under an initiative known as COINTELPRO, the FBI infiltrated and disrupted political and religious groups supposedly linked to communism. Among them: anti-war and civil rights organizations, and other liberal groups dissenting from various government policies and operations.” End of quote
But what people don’t realize is that the Cointelpro activities really didn’t stop in 1971. Local police use these tactics against people prior to Sept 11. You were subjected under these criminal activities if local business and religious leaders don’t like:
1. What you think or believe
2. If you write your US Senator accusing prominent leaders of crimes
3. Suing one of the top Employers in that community
4. Writing against your community receiving an “All American City Award”
5. Or defaming a city that was the first to adopt and incorporate the official name of the RNC. Which happens to be in Jackson, Michigan

COINTELPRO Again?
From John Adams' Alien and Sedition Acts to the Cold War and Joseph McCarthy, civil liberties and national security have had a delicate and troubled relationship in American history. Notorious among these is the case of the domestic surveillance program run by the FBI between 1956 and 1971 (after the censure of Joseph McCarthy by the Senate) under the name COINTELPRO (counterintelligence program). COINTELPRO was a secret FBI program designed to monitor and "neutralize" domestic groups deemed by the FBI to be a danger to national security. Such groups included anti-war groups and civil rights groups and individuals like Martin Luther King, Jr. and even Eleanor Roosevelt.
Some fear that something like COINTELPRO may again be at hand. There are undercover agents infiltrating peaceful protests in America. Pretending to be political activists, local law enforcement officials are monitoring the activities of advocacy and protest groups based on what one judge calls those organizations’ "political philosophies and conduct protected under the First Amendment." The tactic has come about as a result of the relaxation of guidelines first put into place after the COINTELPRO scandal investigation. Learn more about the history and the new guidelines below.



 
J. Edgar Hoover and Dissent:
FBI director Hoover had long placed the domestic battle against Communism in the forefront of the FBI's concerns. How he defined the threat illustrates the philosophy behind the COINTELPRO and previous surveillance programs. Below is an excerpt of Hoover's 1958 publication MASTERS OF DECEIT: THE STORY OF COMMUNISM IN AMERICA AND HOW TO FIGHT IT:
Thus the Party, through its specialized and immediate demands, is able to gain entree into various groups and create favorable working conditions for future revolutionary action. Very quickly, for example:
a veterans' meeting endorses "peace."
a nationality festival passes a resolution for "peace."
a youth affair favors "peace."
a neighborhood group comes out for "peace."
a women's rally fights for "peace."
Whatever its composition, the group, once under communist control, is switched to the Party line. The feigned interest in legitimate demands is merely a trap.
Even holidays are used to enhance the Party's aims. For example, the Daily Worker once headlined a story "Mothers' Day to Be Marked by Peace Tables..." Postcards should be distributed on Mother's Day, the story continued, "declaring the deepest need of all American mothers to be a ban on A and H-bombs..."


COINTELPRO and The Church Commission:
The domestic surveillance programs of COINTELPRO were only brought to light in early 1970s after a Senate Committee was created to investigate the FBI and the involvement of other intelligence agencies in political repression. The Committee was named for its Chairman, Idaho Senator Frank Church. It's findings were voluminous and, to many, worrying:
The resolution creating this Committee placed greatest emphasis on whether intelligence activities threaten the "rights of American citizens."
The critical question before the Committee was to determine how the fundamental liberties of the people can be maintained in the course of the Government's effort to protect their security. The delicate balance between these basic goals of our system of government is often difficult to strike, but it can, and must, be achieved. We reject the view that the traditional American principles of justice and fair play have no place in our struggle against the enemies of freedom. Moreover, our investigation has established that the targets of intelligence activity have ranged far beyond persons who could properly be characterized as enemies of freedom and have extended to a wide array of citizens engaging in lawful activity.

Under the aegis of COINTELPRO, the FBI kept files on a great number of Americans and investigated the NAACP for 25 years. The FBI admitted that it had burglarized political groups to gain information on their activities.
