Well, if we go down to the basis of the music, and if we should categorize ska as rasta or not rasta, Iman would say both.
Many people in the bands or the solo artists around that time had their place in the RasTafarian community around Kingston. I can for example mention Cedric Brooks and Don Drummond of the Skatalites - they played their horns at Count Ossies Nyahbinghi camp, had reasonings, praised JAH and bun the herb.
So I would say that some of the formers of the music style ska was rasta, therefore I say both yes and no.

i dont think it is the music that can be necceassarily rasta,

its the person singing the message
and the message being brought across

Iman think that the roots is in the music. And JAH is within all righteous music.
There is badman reggae, badman rocksteady, badman dancehall, badman ska and so on.
But there is also righteous kinds of all these music.
I&I hear it in the roots of the music, the bass, the drums.
It is first in the latest years, since the eighties or nineties, that JAH music like melted together with "gangsta" music and badman styles - that Elephant Man and Capleton use the same riddim, for example.
